HertsPRO Ltd perform asbestos surveys for owners, managing agents and tenants of properties across the whole of the UK.
The duty to manage asbestos is included in the Control of Asbestos Regulations 2006. It will apply to you if
you have maintenance and repair responsibilities for non-domestic premises either through a contract or tenancy
agreement or because you own the premises. The common parts of domestic premises such as lift and stair spaces
in flats also attract the duty.
The duty requires you to manage the risk from asbestos and the first step for most people is to commission a survey to establish
if and where asbestos containing materials (ACMs) are present, and what state they are in.
Asbestos management reports
A management survey (formally known as a type 1 or type 2 survey) is the minimum requirement. Its purpose is to locate,
as far as reasonably practicable, the presence and extent of any suspect ACMs in the building which could be damaged or
disturbed during normal occupancy, including foreseeable maintenance and installation, and to assess their condition.
Management surveys may involve minor intrusive work and some disturbance. The extent of intrusion will
depend on what is reasonably practical for individual properties, i.e. on factors such as the type of building, the type of
construction, accessibility etc. A management survey includes an assessment of the condition of the ACMs and their ability
to release fibres into the air if they are disturbed in any way. This will give a good guide to the priority and procedure for
managing the ACMs.
Asbestos refurbishment and demolition survey
A refurbishment and demolition survey (formally known as a type 3 survey) is needed before any refurbishment or demolition work is carried out. It is used to locate and
describe, as far as reasonably practical, all ACMs in the area where the refurbishment work will take place or in the whole building if
demolition is planned. The survey will be fully intrusive and involve destructive inspection, to gain access to all areas, including those
that may be difficult to reach. A refurbishment and demolition survey may also be required in other circumstances, e.g. when more intrusive
maintenance and repair work will be carried out or for plant removal or dismantling.
All ACMs must be removed prior to refurbishment or demolition and an asbestos refurbishment and demolition survey will be required by the specialist asbestos removal
contractors in order to quote a price and timescale for the job.
